2004 Idaho State Convention Report The Biennial Convention for the Idaho State APWU was called to order on May 13th 2004 at 1:05 P.M. at the Holiday Inn in Downtown Boise, Idaho by Chris Santos Idaho APWU President. The Pledge of allegiance was led by Kevin Brown Boise local President. The invocation was given by Doug Kolsen Idaho APWU Secretary-Treasurer. The minutes from the 2002 convention were read by Doug Kolsen Secretary Treasurer. A roll call was held with Chris Santos Pres., Pat Luttrell Exec. V.P., Doug Kolsen Sec. Treas., Sherry Barnett Editor, Bob Towner District 2 Rep., Lola Utz- Hendrickson District 4 Rep. present. Jerome Mapp a representative from the Boise Mayor’s office gave a presentation and welcomed all delegates to the convention. Dave Whaley the Idaho AFL-CIO President was introduced and gave a presentation. Also introduced were Mike Morris Assistant Clerk Craft Director from Headquarters and Lois Tatum from the National APWU Auxiliary. Also introduced were Dennis Hotchkiss Oregon State President, Darrell Strobel Portland, Oregon Area Local President, Brian Dunn Portland Local Clerk Craft Director, Bob Patterson Salem Oregon Local President, Deborah Patterson Oregon State Secretary- Treasurer and Marty Barron Greater Seattle Washington Area Local President. The Committees were introduced. The Credentials Committee chaired by Tina Lloyd Boise Local with Mike Young - Boise, Claire Comstock - Caldwell and Dale Diller - Pocatello members. Audit Committee chaired by Curt Yanskey- Boise with Kevin Brown - Boise, Paul Hornbaker - Boise, Derek Sebright - Nampa and Bob Towne r- Idaho State as members. The Budget Committee Chaired by Tammy Emmitt - Idaho Falls with Pat Luttrell - Boise, Telma Anderson - Boise and Amy Downing - Boise members. The Constitution Committee chaired by Lola Utz- Hendrickson - Idaho State with Leonard Graham - Nampa and Bev Nirschel - Panhandle Area Local as members. The Election Committee chaired by Bryan Thompson - Boise with Marla Jo High - Idaho Falls, Randy Stone - Twin Falls, and Debbie Hook - Pocatello as members. The Resolution Committee chaired by Don Buie - Caldwell with James Parsons - Lewiston, Vicki Tadlock- Twin Falls and Pat Harrild - Pocatello as members. The COPA Committee chaired by George Jonas - Boise with Sherry Barnett - Boise, Barb Malone - Nampa and B.C. Morris - Pocatello as members. Mike Morris APWU National Assistant Clerk Craft Director gave a presentation. A break was taken at 2:05 P.M. and reconvened at 2:25 P.M. Roy Braunstein APWU Legislative Director from Headquarters gave a presentation on the issues in Washington, D.C. mainly the Presidents Postal Commission until 4:00 P.M. and then the delegates split up into committees for the remainder of the day. The Convention reconvened on May 14th 2004 at 9:15 A.M. Steve Viera Boise Local led the Pledge of Allegiance and B.C. Morris Pocatello gave the invocation. Margaret Leaf and Doug Blakely NBA’S were introduced as was Omar Gonzales the Western Area Coordinator. A presentation was given by Lois Tatum District 3 Rep. for the auxiliary of care bears provided by the Boise Local to St. Lukes Hospital to give to the children that are treated there. Business - Pat Luttrell Boise made a motion to accept the minutes from the 2002 convention and was seconded by Kevin Brown Boise. The motion passed. Tina Lloyd the Credentials Committee chair - person reported that there were 21 delegates, 6 non - delegates and 13 guests at the convention. Nominations for officers were held with Bryan Thompson Chairperson conducting. Sherry Barnett Boise nominated Chris Santos - President, there were no other nominations, Sherry Barnett nominated Pat Luttrell Executive V.P. there were no other nominations. Pat Luttrell Boise nominated Doug Kolsen Sec - Treasurer there were no other nominations. Kevin Brown Boise nominated Sherry Barnett Editor there were no other nominations. Since there were no other nominations the Election Committee was dismissed. The Audit Committee Chairperson - Person Curt Yanskey made his report that the financial records and all books for the Idaho APWU were in good order and made a suggestion to upgrade our computers and purchase Quick books Pro 2004. A motion was made by Kevin Brown Boise to accept the Audit Committees report and was seconded by Telma Anderson Boise, the motion was passed and the Audit committee was dismissed. The Budget Committee Chairperson Tammy Emmett presented the budget as listed below. Mike Luttrell Boise made a motion to accept the Budget and Marla Jo High Idaho Falls seconded the motion and the motion passed. The Budget committee was dismissed. The Constitution Chairperson Lola Utz- Hendrickson reported that there were no Constitutional changes and the Committee was dismissed. The Resolutions Committee Chairperson Don Buie Caldwell reported that there were two resolutions. The first was for commending the National Postal Press for there work. The Committee concurred on this resolution. Discussion was made and Telma Anderson Boise made a motion to accept this resolution and Leonard Graham Nampa seconded. The motion passed. The second resolution creating a Regional Organization with our sister States: Oregon, Washington, Montana and Alaska. Discussion was made on the Resolution and Mike Luttrell Boise made a motion to amend the resolution and Randy Stone Twin Falls seconded the motion was passed. The Resolution Committee was dismissed. The COPA Committee Chairperson George Jonas reported on the activities that would be taking place to raise COPA money. There was a break at 10:45 A.M. and reconvened at 11:00 a.m. Reports were given by Lola Utz- Hendrickson District 4 Representative, Bob Towner District 2 Representative, Doug Kolsen Secretary- Treasurer, Pat Luttrell Executive Vice- President, Sherry Barnett Editor, and Chris Santos President on their activities the last 2 years. It was announced that the Idaho AFL-CIO Convention would be in Pocatello in June. The Rocky Mountain Labor School would be in Price, Utah. The National Convention would be in Los Angeles, Ca. In August. In 2 years there will be a Multi- State Convention in Portland Oregon. Alternative sites were solicited and Nampa and Caldwell volunteered to be the alternate site. Kevin Brown Boise Local President, Barb Malone Nampa Local President, Don Buie Caldwell Local President, Randy Stone Twin Falls Local President, B.C. Morris Pocatello Local President, Marla Jo High Idaho Falls Local President, Bev Nirschel Panhandle Local President and Jim Parsons Lewiston Local President gave reports on their Local’s activities for the past 2 years. There was a recess for lunch at 12:00 P.M. and reconvened at 1:30 P.M. Mike Luttrell Boise made a motion to adjourn the State’s Business and Randy Stone Twin Falls seconded and the motion passed Presentations were given by persons seeking candidacy for National Officer positions coming up. Darrell Strobel Portland Oregon Local President spoke on behalf of Brian Dunsmore Portland Oregon who was running for NBA for our area. Also speaking were Brian Dunn Portland Oregon, Bob Patterson Salem Oregon and Marty Barron Seattle Washington who are all running for the 2 NBA positions. National Officers Gary Kloepler Maintenance, Omar Gonzales Regional Coordinator, Margaret Leaf NBA, Doug Blakely NBA and Bruce Bailey Motor Vehicles gave presentations. The convention was closed at 4:00 P.M. A banquet was held that evening and training was provided on May 15th 2004.
